FIA Confirms New Mandatory Two-Stop Rule for Monaco Grand Prix
The FIA has announced another major regulation change ahead of this weekend’s Monaco Grand Prix, introducing a mandatory two-stop strategy for all Formula 1 teams. The rule will apply in both dry and wet conditions, and drivers must use at least two different tyre compounds during the race.
This move is part of a wider initiative by the World Motor Sport Council to boost the excitement of the Monaco GP, which has often been criticised for its lack of overtaking and predictable outcomes. With the tight corners and narrow streets of Monaco proving difficult for today’s wider F1 cars, qualifying has typically played a decisive role in the final race results.
To further shake up the strategy, Pirelli has confirmed a softer tyre allocation for the 2025 race. Teams will have access to the C6 as the soft tyre, C5 as the medium, and C4 as the hard—mirroring the selection used at the recent Emilia-Romagna Grand Prix. In 2024, the C5 compound served as the softest tyre.
Last year’s race saw all drivers complete their mandatory stop under red flag conditions on lap one, leading to a processional race where the top 10 finished in qualifying order. The new two-stop rule is designed to prevent similar outcomes by encouraging more dynamic race strategies.
Any team that fails to comply with the regulation will face a 30-second time penalty added to their driver’s race time. This change aims to introduce more unpredictability and tactical variety to one of Formula 1’s most iconic but challenging venues.
